Article submission is much more effective than blog commenting. It provides very high quality backlinks and long term results to the website and improves its reputation to a great extent.
Article submission is the more important than blog commenting because articles give good dofllow backlinks to your site whilst blog commenting give ostly nofollow links to your site. Also article marketing gives long term result. And blog comments mostly not approved.
According to my perception, blog commenting is effective more than article submission because you can get do follow back links from high PR pages, that's why blog commenting is much better rather than article submission.
